Pay scale ( वेतन ) : The following categories of candidates meeting the above criteria are eligible to apply: a) Retired from Government service (Central and Central Autonomous Bodies) within the last two years with minimum pre-revised grade pay of Rs. 8700 or above. Remuneration will be paid at the rate of Last Pay Drawn (Basic+DA) minus Basic pension (pension plus variable DR). b) Professionals working/worked in private organizations. A consolidated remuneration of Rs.70,000/- per month (all inclusive) will be paid to the candidates in this category.
Desirable qualifications ( वांछनीय योग्यता ) : 1) A bachelor’s degree in mechanical engineering with a minimum experience of 15 years in the relevant field. The applicant should have played a leadership role in reputed public/private engineering entities in the country. Knowledge of quality control and quality assurance techniques, quality standards, working knowledge of design through manufacturing and test processes and experience in managing manufacturing projects are essential. The applicant should have a broad multi-disciplinary engineering background. 2) Ability to understand and handle the procurement process as per Central Government rules and regulations is desirable.
Job responsibilities / description ( उत्तरदायित्व) :Consultant will have a key role to ensure M1CS production in India and deliver to the project as per specifications, quality and schedule. This requires monitoring of production at different industries in the country and leading young engineers at India TMT for its successful delivery of all the systems. Consultant engineer will be a member of India TMT hardware team. The successful applicant will be proactive, have a positive attitude to work with youngsters and lead the team with an innovative approach to meet the project goals. Primary responsibilities include the following: Oversee and monitor the technical and programmatic progress of the M1CS production work packages and contracts in terms of performance, schedule, cost, risk, and earned value. Work with the TMT PO, and industry in the country to ensure the successful delivery of the systems. Develop and implement work packages for the fabrication including statements of work, budgets, and schedules. Identify suitable industries for M1CS hardware Participate in the India TMT vendor selection committees Responsible for ensuring that the M1CS production documentation packages, including assembly, inspection, and test procedures are correct and complete, up to date, and properly controlled. Work with TMT PO QC/QA staff, and the suppliers in the country to ensure that the required quality control and assurance processes are in place and are being followed. Work with the M1CS design contractors and TMT PO QC/QA staff to develop tooling and jigs, in-process inspection requirements and processes, as well as final acceptance test procedures. Review of non-conformance reports (NCRs), explore remedial solutions in consultation with industry partners, and participate in the TMT PO Material Review Board as necessary. Participating in all the hardware related meetings between India TMT and the TMT project Office on regular basis Represent the India TMT for the purpose of final acceptance of the M1CS and their respective end item documentation packages.

General instructions ( सामान्य निर्देश ) : 1. Suitable candidates (from Government/private entities) with requisite qualifications and experience as prescribed would be offered the position of CONSULTANT- PRINCIPAL ENGINEER. 2. The appointment of Consultant would be on full time basis purely on contract basis and he/she will not be permitted to take up any other assignment during the period of consultancy with IIA. 3. The consultant shall not indulge in or disclose to any person any details of office, operational process, technical know-how, security arrangements and administrative/organizational matters which is of confidential/secret in nature in any manner whatsoever including by means of reproduction either in physical, hardcopy, digital or in electronic format. 4. The consultant shall abide by data security policy and related guidelines issued by IIA 5. The consultant shall be required to maintain discipline and absolute integrity in accordance with the rules as contained under CCS (Conduct) Rules, 1964 of Government of India. 6. The position of consultant is of temporary (non official) nature and is liable for termination at any time by giving a month’s notice or in lieu of payment of one month’s salary by either side, without assigning any reason. 7. A retired Government official offered the position of Consultant shall continue to draw pension and the dearness relief on pension during period of his engagement as Consultant-Engineer. His/her engagement as Consultant shall not be considered as a case of re-employment. 8. The Consultant shall not be entitled to any allowance such as Dearness Allowance, Residential Telephone, Transport Facility, Residential Accommodation, Personal Staff, Medical facility, etc. 9. Consultant shall be eligible for 08 days leave in a calendar year on pro-rata basis. Therefore, consultant shall not draw any remuneration in case of his/her absence beyond 8 days in a year (calculated on a pro-rata basis). Also un-availed leave in a calendar year cannot be carried forward to next calendar year. 10. IIA reserves the right to terminate the services of Consultant in case of absence by more than 15 days beyond the entitled leave in a calendar year without compelling reasons. 11. No TA/DA shall be admissible for joining the assignment or on its completion. TA/DA will be paid as per norms for travel on official deputation during the period of appointment. 12. The Consultant shall not claim any benefit/compensation/absorption/regularization of service with this institute. 13. The Consultant may be called on Saturday, Sunday and other gazette holidays, if required. The Consultant would, however, be eligible for compensatory leave. 14. The remuneration paid per month will be subject to deduction of Income Tax as per rule and regulations of the Government. 15. If any declaration given or information furnished by the candidate proves to be false or if the candidate is found to have willfully suppressed any material information, he/she will be liable for termination in addition to any administrative and/or legal action as Institute may deem fit. 16. The Consultant appointed by the institute, shall in no case represent or give opinion or advice to others in any matter which is adverse to the interest of the institute. 17. The Institute reserves the rights to cancel this advertisement, and not to proceed in the matter, at any stage, accept or reject any or all applications, without giving any explanation, whatsoever.
